CT firmware can do .11r.  It is not by default in OpenWRT, but it is an option
in LEDE now.

Try putting the 'community' version of CT firmware on your OpenWRT.  I tried to make that firmware
variant work on stock drivers.

If you can use LEDE then it is easier....
