Can you help to give us some more specific details how to change this
wpa_supplicant?
I couldn't find I have the wpa_supplication.conf in the /etc/wpa_supplicant/
Besides, after this setting applied, does it mean if we could some scanning
in iw wlan0 scan, then I can't see 5GHz???

There is no need to disable 5 GHz in the driver, because you can do this at
a much lower level.
You can tell wpa_supplicant tell what frequencies it should use, e.g. with
scan_freq="2412 2437 2462". It won't ever scan on the 5 GHz frequencies if
you only specify your 2.4 frequencies.
Likewise you tell hostapd what frequency to use.
Patching a driver for this? Shudder. :-)
