ftrace: deprecate disabling via ftrace_enabled sysctl
This commit deprecates disabling ftrace via the kernel.ftrace_enabled
sysctl. Writing 0 to the sysctl now returns -EOPNOTSUPP and logs a warning
instead of attempting to disable ftrace.
