Individual tests apply OUTPUT to TEST_CUSTOM_PROGS. lib.mk rules
can't build TEST_CUSTOM_PROGS and it is left up to tests to
handle them as custom.

So no on adding OUTPUT to TEST_CUSTOM_PROGS in lib.mk.
