This assumption is not correct,
After get configure:
checking for libintl.h... (cached) no
configure: error:

if I do:
make flush

I got 
checking libintl.h presence... yes
checking for libintl.h... yes
checking for ngettext in libc... no
checking for bindtextdomain i
