Yes, that's something I learned from Jean-luc Doumont (an excellent communications teacher, http://principiae.be - shameless plug): starting a presentation with a title slide isn't very useful, because you only get to the subject of the talk after explaining some context. So the title slide should be the second slide. However, while you're waiting to start, something should be projected already, and the title slide is good for that. So I always repeat the title slide.
