I guess you meant something like:
    @cat $(BR2_RAND_PRESEED_CONFIG_FILES) $>(CONFIG_DIR)/.config.nopkg

Here's what I get with cp:
    $ cp foo bar buz
    cp: target ?buz? is not a directory
