Adds new package: leveldb

  LevelDB is a fast key-value storage library written at Google that
  provides an ordered mapping from string keys to string values.

Changes v1 -> v2:
  - Upstream release labels don't include package name, giving us an
    anonymous download archive, so use $(call github) method instead
  - Use $(TARGET_CONFIGURE_OPTS)
  - Support new shared vs static vs shared+static possibilities
