You're missing one instance of DISABLE_IPV6 in netsnmp:

    NETSNMP_CONF_OPTS = \
        [--SNIP--]
        --without-kmem-usage $(DISABLE_IPV6) \
        [--SNIP--]

which should just be removed entirely I guess.
