Why not just:
define OPENPGM_CREATE_M4_DIR
mkdir -p $(@D)/$(OPENPGM_SUBDIR)/m4
endef
OPENPGM_POST_PATCH_HOOKS += OPENPGM_CREATE_M4_DIR
which works (tested locally).
