Can dillo be build with jpeg-turbo? If so, it would better to do:

    ifeq ($(BR2_PACKAGE_HAS_JPEG),y)
    DILLO_CONF_OPTS += --enable-jpeg
    DILLO_DEPENDENCIES += jpeg
    else
    DILLO_CONF_OPTS += --disable-jpeg
    endif
