All this stuff is auto-generated by scancpan I believe, so if the upstream URL has changed, it's because it has been changed in the CPAN description of this package. This comment also applies to your comment on patch 14/18. Even if the CPAN descriptions are not ideal, I believe it's nice to keep the information provided by CPAN as-is, to limit the maintenance burden of the Perl packages.
