$(INSTALL) -D requires a full destination path, i.e
$(TARGET_DIR)/usr/bin/ssh-copy-id, to be guaranteed to work
correctly when $(TARGET_DIR)/usr/bin doesn't exist. So I've fixed that
and applied to next. Thanks!
