Applied to master after changing the VERSION/SITE lines to:

+POPPERJS_VERSION = 1.16.0
+POPPERJS_SITE = $(call github,popperjs,popper-core,v$(POPPERJS_VERSION))

so that _VERSION doesn't contain the "v" prefix.
