Use a += here.

It would also make sense to pass all the other --without-<foo> options
for dependencies that we don't support for the moment.

Is TARGET_CONFIGURE_OPTS still needed now? If configure does a proper
job, $(TARGET_MAKE_ENV) should be sufficient.
