With per-package directories, qt.conf is generated at qt6base install
time and holds the paths of the qt6base per-package host directory.
Add a hook to regenerate it with the paths of the package being built,
as QT5_QT_CONF_FIXUP does for Qt5. The qmake infrastructure will use it.
