The sunxi U-Boot build packs u-boot-sunxi-with-spl.bin with binman, and
the defconfigs use a U-Boot fork based on 2024.01-rc1, so binman fails
without pkg_resources, no longer provided by python-setuptools:

  ModuleNotFoundError: No module named 'pkg_resources'

Enable binman with host-python-pkg-resources. binman already selects
pylibfdt, so the explicit option is dropped.
