Erf, sorry, this is wrong.  I forgot the

FCGIWRAP_MAKE_OPTS = CC="$(TARGET_CC)" LD="$(TARGET_LD)"

line and now fcgiwrap is not cross-compiled anymore.
Sending a new series soon.  Sorry for the noise.
