As far as I remember, when I wrote this patch, all configurations with 
BR2_TOOLCHAIN_BUILDROOT=y and BR2_PREFER_STATIC_LIB=y were concerned.

Without the patch, libstdc++.a exists, but libstdc++.la does not refer to it 
and libstdc++.a is not installed.
