[Buildroot] build failure mbstate_t not declared

In my earlier build (rev 22508) yes I had it disabled.
But last night when I ran the "make at91...defconfig" (after doing "make 
distclean") it set BR2_USE_WCHAR=y
Does "make distclean" clear the previous toolchain?
