Well, with the trailing slash is stripped by pkg-generic.mk: $(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE)) So functionally it doesn't matter if the / is there or not. I'm pretty much in favour of removing the /.
