Strange. It doesn't do that on x86:

alan at ato:~/work/joe-3.7$ readelf -a joe |grep NEEDED
  0x0000000000000001 (NEEDED)             Shared library: [libm.so.6]
  0x0000000000000001 (NEEDED)             Shared library: [libtinfo.so.5]
  0x0000000000000001 (NEEDED)             Shared library: [libutil.so.1]
  0x0000000000000001 (NEEDED)             Shared library: [libc.so.6]

And I even checked the link step with make V=1:
     gcc  -g -O2   -o joe ... -lm -lncurses -lutil

If you want me to change it from the way it is, let me know.
