That was my first thought, but I don't know if it's correct depending on
mesa3d when it's not a real dependency. And also, there could be more
packages installing stuff info $(STAGING_DIR)/usr/include/GL/ so they
would be affected by the same issue. I'm not sure if this is something
that needs to be fixed in the mesa3d package or in the others.
