Subject: [Buildroot] openvmtools - musl

When building openvpntools with musl I get a "undefined reference to
res_init" and other res_ function. I found this patch from openwrt when
applied fixes the issue for me.

buildroot-2023.08
x86_64
gcc-13
musl libc
