I can certainly send it to you, but you do realize that you'll need to download additional tarballs in order to use buildroot, right? If you cannot download the buildroot tarball (2.7MB), then you'll most likely not be able to download the kernel/gcc/binutils/uClibc/busybox/.. tarballs either.
