Yes:

git grep RESOLV_STUB toolchain/uClibc/uClibc-0.9.31.config 
toolchain/uClibc/uClibc-0.9.31.config:UCLIBC_HAS_LIBRESOLV_STUB=y

So if you're using the default config you should have this already.
