Since this is a ZynqMP only option. Shouldn't this depend on the
Xilinx-prebuilt ZynqMP choice?

The `endif` should be moved to cover this ifneq statement. That way when
xilinx-prebuilt is enabled it doesn't do the "://" and readlink checks.
