[Buildroot] [PATCH] binutils: install libsframe to target

From binutils 2.40, libbfd depends on libsframe.  Without the latter,
executables linked against libbfd, such as bpftool, cannot run.

Thanks for the patch, but there was a much earlier patch doing the
same thing, pending for quite some time. So I've applied this previous
patch instead.
