This problem can be reproduced with the following defconfig:

BR2_sh=y
BR2_LINUX_KERNEL=y
BR2_LINUX_KERNEL_DEFCONFIG="magicpanelr2"
BR2_LINUX_KERNEL_NEEDS_HOST_OPENSSL=y
