I find this line in https://github.com/ceph/ceph/blob/giant/ceph.spec.in#L382
%if (0%{?rhel} || 0%{?rhel} < 7)
odd because it looks like exactly the same as
%if 0%{?rhel}
But it has been added a long time ago
