I manually installed xmlstarlet on gitbuilder-ceph-rpm-rhel7-amd64-basic. That's hopefully going to help until it's properly installed.

Maybe some gitbuilder machines were not updated accordingly. If I'm not mistaken this is a manual process but I'm not sure exactly how to do it myself.
