(which didn't make it to any mailing list during the switch, this is why I was
trying to fill in the gaps earlier.)

completes the handling of partition/merging [1].  The disallowed mode in cman
actually prevents fenced (and other daemons) from sorting out partition/merge,
so we need disallowed to be off when we're in non-upgrading mode.

[1] the long commit message explains the one case I've found that still
doesn't work, where I'll need to get some help from cpg/cman api's to sync up
on ringid or something.
