Subject: [RFC][PATCH 2/4]: Use interface to access allocated_ptys

In preparation for supporting multiple PTY namespaces, use an inline
function to access the 'allocated_ptys' idr.

Changelog:
	- Version 0: Based on earlier versions from Serge Hallyn and
	  Matt Helsley.
