Ok, here it comes:
# cat /proc/cpufreq 
          minimum CPU frequency  -  maximum CPU frequency  -  policy
# echo -n "0%0%100%userspace" > /proc/cpufreq
# cat /proc/cpufreq 
          minimum CPU frequency  -  maximum CPU frequency  -  policy
