FWIW the following commands circumvents that issue :
# for i in $(seq 1 3); do echo performance > /sys/devices/system/cpu/cpu$i/cpufreq/scaling_governor; done
# for i in $(seq 1 3); do echo ondemand > /sys/devices/system/cpu/cpu$i/cpufreq/scaling_governor; done
cpu0 is unaffected
