Problem Description: acpi-cpufreq fails to recognize

If I execute: 
insmod /lib/modules/2.6.26/kernel/arch/x86/kernel/cpu/cpufreq/acpi-cpufreq.ko

(/lib/modules/2.6.26/kernel/arch/x86/kernel/cpu/cpufreq/acpi-cpufreq.ko): No
such device

According to:
http://www.intel.com/products/processor_number/chart/pentium_d.htm
This Pentium D, 3Ghz, 2x2MB processor should have Enhanced Intel SpeedStep.

My own debuging:
in the file acpi-cpufreq.c, there is a function static int
acpi_cpufreq_cpu_init(struct cpufreq_policy *policy)

on line 589/811 the following code returns a non-zero
 result = acpi_processor_register_performance(data->acpi_data, cpu);
(this was found by simply adding debug prints to see how far the function gets)

I have a baseless suspicion that the bios is not making the speedstep
information available.  I checked the bios options and everything looks ok,
there is no mention of speed step and I looked up every option I didn't
understand to see if it had to do with frequency modulation or power savings.  

Thank you for your time, what shoud I do next?
