A new DPDK release candidate is ready for testing:
	http://dpdk.org/browse/dpdk/tag/?id=v17.05-rc3

It is a quite big RC3 (125 patches) although thankfully smaller than RC2.

It was planned to release almost on time, i.e. this week.
Unfortunately it seems there are still some important bugs to fix.
Let's expect a RC4 in few days and a final release on next week.
If we can close it this Friday, it is obviously better.

The last step is to check the release notes and acknowledge the
deprecation notices, preparing the next release.

Please test this release candidate and check what is missing.
