[PATCH v4 11/11] ci: check minsize build type in GHA

In GitHub Actions, the build for Fedora with GCC is updated
to use the Meson build type "minsize".
This type may have some different requirements (or bugs),
so it is better for its maintenance to test it regularly in the CI.
