Currently, even though VFIO API is internal-only, it is still named with an
`rte_` prefix, which implies public API. To reflect the fact that this API
is no longer public, rename all symbols and macros from `rte_`/`RTE_` to
`dev_`/`DEV_`, and adjust all callers.
