It allows the CPU and GPU to share TDP headroom.  E.g., if the CPU isn't busy,
the the GPU can user higher performance states longer and vice versa.
And what happens if its disabled?
Because as it stands now, the CPU and GPU are still throttled if heated up. The CPU's turbo core is disabled, is it the same for the GPU?
