Subject: [Bug 108781] 4.19 Regression - Hawaii (R9 390) boot failure - Invalid PCC GPIO / invalid powerlevel state / Fatal error during GPU init

I do want to acknowledge that I don't know that all of the problematic commits
between 4.18.16 and 4.19 were written or even signed off by AMD. I still put
most of that on AMD, because I just don't get why AMD doesn't at least have a
bunch of systems lined up with different cards, each running linux master,
seeing when things break. (Hey, system 37's screen is black again.)
Maybe that's completely unfair of me. And, maybe it's more card specific than
chipset specific than I'm thinking, and wouldn't be practical due to the number
of combinations. As a user, it's infuriating to keep running into problems
with my AMD video cards, whether it be in amdgpu or mesa. Especially after the
2.5 year old bug #91880 was fixed 3 months ago with the kernel parameters I'm
using.
