patch for nouveau Kconfig

If CONFIG_ACPI is enabled, CONFIG_NOUVEAU selects CONFIG_ACPI_VIDEO.
However, CONFIG_ACPI_VIDEO depends on more than just CONFIG_ACPI, and in
particular will never be set on ia64.
