I never experienced something like this on Windows (except of crashed, which may indeed be Windows way to handle this) even on more demanding games like Arma 3. I have 1024MB VRAM and I just tried ETS2 with GALLIUM_HUD and it reported maximal requested VRAM to be 700MB. At the beginning (requested VRAM was about 400MB) I even got some graphics corruption but that it was all ok.
