radeonsi: force si_write_harvested_raster_configs

Here's what finally worked.

Force the call to si_write_harvested_raster_configs() and remove the rb_per_se
check >= 2 inside it so even those cards with rb_per_se = 1 (such as mine) will
get the rb0/rb1 masking and the subsequent RASTER_CONFIG_RB_MAP computed
correctly.
