[PATCH (resend)] Let core.excludesfile default to ~/.gitexcludes.

Most users will set it to ~/.gitsomething. ~/.gitignore would conflict
with per-directory ignore file if ~/ is managed by Git, so ~/.gitexcludes
is a sane default.
