The strbuf_split() family of functions was completely undocumented.
Add documentation and also simplify the definition of
strbuf_split_buf().

  strbuf_split_buf(): simplify iteration
  strbuf_split*(): rename "delim" parameter to "terminator"
  strbuf_split*(): document functions
