You coud just strip the trailing (cr)lf, instead of chomp:

  	if (s/^\+//) {
  	    $lineno++;
- 	    chomp;
+	    s/\r?\n$//so;
 	    if (/\s$/) {
 		bad_line("trailing whitespace", $_);

Makes for a shorter patch and less code.
