You could try setting the LANG environment variable. I've got an English installation of Windows 7 but setting LANG=sv before starting git gui or gitk causes the program to show what looks like Swedish labels and menus. If you fire up wish on its own (it is installed with msys Git) and enter 'package require msgcat; msgcat::mclocale' in the console window it should be showing something other than 'en' if your Windows installation is non-English.
