They are trying to solve a real problem: old Ubuntu releases stick to old versions of git that do not have as complete translations as the latest version. But their solution to this problem does not seem to work well and creates a lot of confusion. That's the best way to ensure you get the latest translations checked out, QA'd and submitted by Ralf. They also maintain the translations for themselves. Issues that's been reported to them also getting fixed by them. However, those fixes do not necessarily find their way to upstream Git translations. The benefit of reporting issues to Git ML is that they can be fixed in both upstream Git and Ubuntu.
