This function has a 'repo' parameter, which is not used in the
function at all.  This causes build failure when trying to build this
commit using DEVELOPER=1:

  environment.c: In function ‘repo_excludes_file’:

Please make sure that all commits can be built with 'make
DEVELOPER=1'.
